Bail Bondsmen are required to take courses specific to the firearms they will carry, and the courses must be administered by organizations approved by the Criminal Investigations and Technical Services Division.

The guidelines and laws regarding weapons vary from state to state. If they have prior convictions, they are not allowed to carry guns. Recently, a bail bondsman in Maryland was arrested for having a.38 caliber revolver in his possession. Because of a prior theft conviction, he was prohibited from carrying a handgun.

A bondsman must recognize not just the laws regarding weapons, but with laws concerning arrest and detention of suspects as well. If a bail bondsman utilizes unnecessary, excessive force when nabbing a defendant, or arrests the wrong individual, he faces prospective claims and even criminal charges. Though the circumstances are couple of, there are times when bail bondsmen encounter harmful "skips" who do not wish to be apprehended. In such scenarios, when a bail bondman’s life is on the line, the question emerges: When is it fine for a bail bondsman to fire a weapon in defense?

In 2008, a Washington man who skipped bail on several outstanding criminal charges was confronted by four bonds agents. David Viele, a 10-year bail bonds veteran, says that although he carries a gun, he’s never had to use it, because in most cases, the suspect surrenders. So while the jobs of real bail bondsmen aren’t the drama played out on reality TV, a bail bondsman’s job can be dangerous and unpredictable. This is why some choose to carry guns. However, bail bondsmen know they are subject to the same gun laws as regular citizens. For this reason, they are required to go through firearms training prior to becoming a bail bondsman, and they are held accountable for the way they use their guns.

How To Make It:

1. Heat a large skillet over medium-high heat.

2. Add ½ teaspoon of the vegetable oil

3. Add about ¼ cup of grain, just enough to cover the bottom of the pan. Stirring grains with a wooden spoon as they pop. Kiwicha grains pop very dramatically and change from dark yellow to white.

4. Once the grains have mostly popped, remove them from the pan and onto a plate to cool.

5. Toss with salt and enjoy.

After this checklist is thoroughly inspected, any issues should be address as soon as possible. The second step prior to getting on the road is to check the body of the towing equipment for any body damage that may cause a safety issue to the driver or the road in general. For towing companies that do not have electronic gauges it is a good habit to add oil as need, keep track of it and keep track of how much fuel is added at the beginning of each shift. How Does a Laundry Company Track Their Linens?

How does a hospital laundry service with multiple clients keep track of all of the incoming and outgoing items to ensure that they get back to the right facilities, and in an efficient manner? The technology has grown increasingly sophisticated in the past couple of decades. Tracking systems are particularly crucial when dealing with unique items like personalized lab coats or uniforms, as a medical laundry service would.

There are two main types of systems: radio-frequency identification (RFID) and bar coding. RFID is the technology used in the microchips inserted into pets so that they can be identified and returned home if they get lost. Since RFID is the more modern, efficient one, we will focus most of our attention on how that works in tracking laundry.

RFID Systems

In an RFID system, a tag or chip is attached to each towel, sheet, garment, or other item. In some cases, they are installed by the manufacturer. In others, items are tagged by the laundry. The tags/chips are available with low frequency (LF), high frequency (HF) or ultra-high frequency (UHF) radio bands. The tags have a strong, yet small, thin plastic casing that does not interfere with an item’s use, but can withstand harsh commercial laundry processes that use very hot water and chemicals for up to hundreds of washings.

How RFID Tracking Works

Antennas linked to readers are placed in locations where items pass by or are stored at key points during their time at the laundry service. This includes entrances, soiled linen bins, clean linen hampers, and uniform racks. Entire bins of linens can be scanned at one time. The reader is linked to a software system that collects and manages the data. The system also allows a laundry to inventory its hotel, restaurant, and hospital linens quickly and accurately, with little manpower needed.

Bar Code Labeling

Bar coding is an older, simpler technology than RFID. It is generally less expensive, but not as efficient for tracking large amounts of inventory. A bar code labeling system, which is essentially what is used in stores to bring up the price and other information on the items we purchase, records information on each item, such as when it was issued, how many times it has been processed, and when it was last turned in.

RFID versus Bar Coding

  • Bar code labeling usually requires the labeled item to be within the sight line of the reader, and therefore necessitates that an employee is there to operate the reader. Most RFID readers remain in a fixed location, and items can be read even if they are not directly in front of it. Employees do not operate the readers.
  • Bar codes can read just one item at a time, while RFID systems can read multiple tags simultaneously.
  • RFID tags can be read at much greater distances (up to over one hundred yards) as opposed to about five yards for a bar code.
  • RFID readers can read much faster – several hundred or more tags per second.
  • A bar code is read-only, while most RFID tags can read and write, which means that new information can be written over existing information. It is something like the difference between readable/writable CDs and readable ones.
  • RFID tags can identify each tagged item individually, while most bar codes can only identify the type of item.

Some large laundry companies, such as those that handle medical linens for multiple hospitals, put both RFID tags and bar code labels on each of their items. The bar code is there as a backup in case the RFID system fails to read an item. However, RFID tags are nearly 100% accurate.

How Tracking Improves Laundry Services

Tracking systems improve efficiency and reduce the time and effort involved in processing, shipping and receiving at a laundry facility. They allow business owners to track every item in their inventory from purchase to rag-out. They provide an accurate inventory, so that laundry companies never have to run short of healthcare linens, tablecloths or any items they handle. The more advanced tracking systems can even generate billing reports when items are shipped to customers.

As Steve Kallenbach, a former member of the American Laundry News Panel of Experts, notes, “If you don’t have good reconciliation processes, any of these systems will only allow you to know what’s missing!” However, tracking systems can go a long way towards helping medical laundry services and other laundry companies operate more efficiently.

Spas Around the World Add Wellness to Beauty, Pampering and Weight Loss

Unlike American employee-based corporate wellness, some spa wellness programs are beginning to address quality of life topics beyond the physical. Corporate wellness in America has been a mild success as medical information, prevention-based efforts. Unfortunately, most such programs have not been of a positive nature focused largely on an exuberant, joyful life.

Wellness education at certain spas represents an advance from historic roles. Most associate spas with beauty treatments, baths, pampering and self-indulgent foo foo. Spas offer healing and rehabilitation, programs for diet and weight loss, fitness testing and holistic treatments and prescriptions. These functions will not be abandoned, given their popularity and profitability, but they won’t be the focus if spa wellness trends come into full play. Instead, a wellness era will feature lifestyle education for a quality of life-enhancement philosophy, value system and mindset. Real wellness, after all, is a dramatic alternative to doctors, drugs and disease.

The new spa developments are highlighted by a New York-based international organization called Global Spa Summit, or GSS. This group has sponsored and promoted major trend reports for the past three years. GSS-sponsored studies provide resource material for industry leaders and for all others seeking insights on the spa movement worldwide. GSS has demonstrated that wellness beyond risk reduction represents a new market for the spa industry. Such a transformation would promote the general welfare by advancing citizen health status and effectiveness. Thus, while the well-off are advantaged, we might expect some trickle down benefits for the rest of us.

Each year, GSS hosts a grand forum for spa leaders. This annual conference is called the Spa Summit. Last year’s event in Istanbul focused on wellness. The 2011 Summit begins this Sunday in Bali, Indonesia with a theme “Engage the Change: The Customer. The Money. The Future.”

* From Sweden – Anna Bjurstam, Managing Director of Raison d’Etre, perceives today’s consumers as more results oriented, interested in advanced lifestyle coaching, nutrition and chemical-free products. Customers recognize that beauty also comes from within. Wellness is the future; the general mindset of the consumer is learning to live a healthier lifestyle. Ms. Bjurstam emphasizes the importance of accurate information, preferably science-based.

* From Brazil – Gustavo Albanesi, President of the Brazilian Spa Association, reported impressive growth attributed to “a new wellness culture searching for increased life quality, especially in big cities.” This culture has changed the way people look at spas, which are becoming part of day-by-day life. The growth of the spa industry in Brazil is also fueled by major upcoming events, particularly the Olympics and World Cup.

* From Europe/Austria – Sha, a spa owner, reports an interest in “Alpine style wellness,” adding, “The spa community in Austria must confront and address the essential needs of our high-performance society.” This latter addresses mental balance and an array of holistic approaches for stress management (particularly burnout-prevention) and the “real life” of a high-speed society. In Austria and around the world, there is a greater recognition of new social responsibilities for the spa community, The key is incorporating mental enhancement via philosophy, science and the art.”

* From Dr. Tamás Várhelyi, a professor in Hungary, came news that Hungarian spas are focused on medical and wellness tourism. He distinguishes between a traditional spa hotel and a wellness hotel-something very few countries do. This is likely a result of Hungary’s long history of thermal bathing. The medical spa concept predominates in this region. Last year was the first year the number of wellness guests was higher than traditional spa hotel guests.

* From Filip Boyen, COO of Orient Express. Updates provided concerning hotel spa operators in Spain, Mexico and South Africa. Plenty of hotels were built in Spain during the recent construction boom, mostly accompanied by wellness areas of attraction. The latter are more favored by tourists than locals, who still seek traditional spas. In Mexico, an abundance of new wellness spas are offered focused on yoga and retreats. In South Africa, medical spas address environmental awareness and other aspects of “going green.” The keys to success will be offering the highest service standards, a clear concept and wellness education of spa staff.

* From Greece – Vivian Patkos, President & Owner of Le Convivial Luxury Suites & Spas, described innovations in that country emphasizing philosophy and imagination. The Greeks, of course, are known for this emphasis, perhaps due to the work of many early Greek real wellness pioneers, such as Epictetus, Aristotle, Plato, Socrates, Protagorus, Heraclitus, Xenophanes and Thales of Miletus. While none of these legendary thinkers had occasion to keynote a summer gathering of wellness acolytes at the National Wellness Conference, all made their mark on Greek spas and the rest of us everywhere. Asked if it’s true, as the world’s press seemed to suggest, that Greece is “the one and only country responsible for the corruption and collapse of the universe, Ms. Patkos expressed surprise. She expressed surprise at the fact that Greece was so strong, noting that we had not realized they had such influence and power. Greece, she noted, has an “upscale lifestyle but suffers from interior defamation.” For whatever reasons, and many were suggested, “the European Union, democracy and strong labor benefits all seem unable to protect the existing social structure.”

The spa business in Greece consists of “big expensive spas with a minimum of personnel and no clients – this is the reality.” Ms. Patkos wrote:

Spa business suffers from reduced funding, lack of psychological interest, lack of cheap labor, lack of worst case or survival scenario planning, lack of vision. Nobody understands what is going on. Nobody has the solutions. It is long lasting? It is interesting torture. Greeks were always great in dealing with chaos. And this situation makes them feel like home. But finally, how do we survive this crisis? Here are options:

1. Extremely low prices. This is a simple reaction. The most important thing, though, is to make the client plead not guilty when using luxury spa facilities. Prices need to be much lower than those for bed and breakfasts, offered as an absolute gift: a gift to remind them, silently, but explicitly at the same time, of their real status.

2. Alternative experiences. In a much different way from what they were used to, alternative experiences are the master key to release clients from guiltiness. They need new things in a more sophisticated, but not expensive package.

3. Minimize expensive consumption. It should be available but not advertised and not encouraged. Under these circumstances, consumption of expensive items and products seems kitsch-like and provocative.

4. Alternative pleasure with minimal cost. Idealism, philosophy, culture and art come back. There are many things we can enjoy for free. It is time to include them in our expensive spa products.

5. Effective management. For Americans this is the best, if not the only, way to survive. Greeks were never good in management. They were, however, good in philosophy and imagination. They trained and educated abroad, faced scientific management and now they use it in combination with philosophy and imagination. We need low-cost, unique, non-comparable offerings with maximum impact, alternative products and services not available elsewhere, along with new tactics to stay side by side with precious clients in this transitional period.

Now, during the economic crisis, investing in Greece seems more promising than ever.

* From Germany – When Dietmar Muller-Elmau rebuilt his family’s castle hotel, he created a spa in Germany along lines he would want to visit. Thus, he centered a destination spa on classical and popular music, fine food and wine, wellness and the education of children in science and applied reason. His innovative spa is called “Schloss Elmau Luxury Spa & Cultural Hideaway.” Asked about changes in the past year, Mr. Muller-Elmau mentioned “less interest in beauty, more in body & mind.” In Germany, investment capital these days in the wellness arena seems to be in “the creation of separate spas to ensure perfect tranquility for adults as well as unrestricted quality time for families with their children.”

* From Japan – Tomonori Maruyama, chief researcher for Mitsui Knowledge Industry, acknowledged the obvious-that the spa industry, like all other sectors in Japan, was rocked by the March 11 earthquake, tsunami and subsequent nuclear crisis. At least 560,000 people cancelled their hotel bookings; the total number of reservations for April-May’s domestic tour packages dropped by as much as half of last year’s bookings. However, an anticipated huge recovery construction program is planned for northeastern Japan. Thus, this is a favorable time for investors in new spa wellness facilities. In a personal message received yesterday, Mr. Maruyama noted that he and the people of Japan “can feel and realize again that they are supported by plenty of love all around the world.”

* From the U.S. – A summary of American spa developments was not part of the global briefings in advance of the Summit, but Jeremy McCarthy, Director, Global Spa Development and Operations for Starwood Hotels and Resorts, submitted “a bird’s eye view of spas around the world” distilled from trends he noticed. “Sleep, food, mood, exercise and other wellness emphases have evolved from being only a physical dimension of health. While the past several decades have focused on food and exercise as the two primary keys to wellness… today’s wellness programs incorporate aspects of psychological well-being, such as emotions and mindsets.”

* From the host country for the Summit, Martha Tilaar summarized wellness spa developments in Indonesia. Concerning changes in the past year, Ms. Tilaar said the people, especially women, are influenced by Western fashions and trends. Wellness seems to fit with a need everyone feels for balance in daily life. Indonesians seem more conscious now about wellness in this modern, fast world. However the industry lacks standardization and competencies.

In addition to the above notes from countries around the world from GSS reports, I also discovered, thanks to Lutz Hertel of the German Wellness Association (Deutschen Wellness Verbands) of developments in the Caribbean. Dr. Abhishek Jain, senior leader at “The BodyHoliday, LeSPORT” in St. Lucia and a board member of the Caribbean Spa and Wellness Association, noted that there is “a paradigm shift from good old ‘pampering’ to finding ‘purpose’, aiming for health ‘prevention’ and ‘promotion’ of a healthier lifestyle.” Dr. Jain believes “customers seek substantive information on well-being, self-development and added meaning and principles that support increased stimulus thresholds via self-efficacy are in demand.”

Well, that’s about it – as much up-to-date highlights as you are likely to obtain about wellness advances by spas shy of being in Bali this weekend at the gala Global Spa Summit of spa leaders and innovators.

Iodine Supplements Vs Iodized Salt

Is the use of iodized salt enough to provide our bodies with the iodide it needs for optimal health or must we use an iodine supplement?

Let’s look at a little history and some basic chemistry.

Morton added iodide to their salt in 1924 to prevent an epidemic of enlarged thyroid glands (goiter) due to an iodide deficiency. Even though the result of including iodide in salt was successful science has yet to establish what amount of iodide human beings require for optimal health. Our MDR (minimum daily requirement) of 150 mcg is enough to prevent goiter and cretinism but not nearly enough to maximize thyroid hormone production or to protect us from other disease conditions related to iodine and iodide deficiencies.

Many studies (WHO & National Health and Nutrition Examination Survey) have shown that the general population of both the U.S. and worldwide are suffering from an insufficiency of these two essential trace elements. So the first question is can we rely on iodized salt to provide us with our daily needs for maximum health?

Iodized Salt

A teaspoon of iodized salt contains the following:

  • 2,300 mg of sodium (Our U.S. Department of Health and Human Sciences recommends that a healthy adult should not consume more than 2,300 mg of sodium. If they have high blood pressure, kidney disease, diabetes, are black, or if they are middle-aged or older they should not consume more than 1,500 mg. The ‘Surgeon General’s Report on Health Promotion and Disease Prevention’ of 1979 even condemned salt.
  • 2,700 mg of chloride
  • 300 mcg of iodide (0.3 mg)

From this information and taking into consideration our intake of salt added to prepared and restaurant foods iodized salt may not be the best and healthiest source of iodide.

Iodine & Iodide

The next logical question then is how much of these two trace elements do we require for health, not just to sustain life, but for vital health.

There’s a general consensus about vitamin and mineral requirements yet with iodine and iodide there’s a huge gap between physicians when considering a safe and effective dose. And both sides have very convincing research to support their point of view.

The conservatives believe that all the nutrients we need can be found in our food. This theory may have been true 60 years ago but our consumption of foods grown in nutrient depleted soils and manufactured foods has greatly reduced the essential nutrients we require. The conservative view also does not take into account people’s reluctance to use table salt.

Then there is the other extreme, physicians prescribing upwards of 50 mg of iodine and iodide per day. That’s 50,000 mcg compared with 150 mcg, 300 times the MDR. There may be some initial benefits to flooding the body with this much iodine and iodide but taken long-term there will be consequences.

Words of Caution

I used to be one of those high-dose prescribers until I repeated lab tests focusing on thyroid hormones. I was horrified by the results. I immediately stopped prescribing iodine and iodide and dove into the research myself.

The endocrine system’s reaction to high doses is a little too deep for this article but the primary result of high dosing is inflammation of the thyroid and over years the increased risk of a condition called Hashimoto’s.

One patient, before starting her on high-dose iodine and iodide, tested negative for Hashimoto’s but within 6 months her Hashimoto’s test turned positive.


I was surprised to find so much research on these two trace elements coming up with over 100 articles on their use in the prevention and treatment of numerous diseases.

Some of the research indicated a safe and effective dose while many articles agreed that people around the world, and not in just the less developed countries, are not getting anywhere near what they require.

Several articles pointed to between 3 and 6 mg a day as being safe. I tend to stand on the conservative side, recommending 3mg of iodine and iodide per day. This moderate dose slowly saturates the tissues and because it’s not the ‘flood-the-system’ high-dose approach the body will easily excrete what it does not need.

Which Iodine Supplement?

In products from the sea nature provides the combination of both iodine and iodide. With supplements you’ll find the ingredient is often only iodine. It will also be the elemental form and not made from food.

This means that most iodine supplements do not include iodide which is absolutely necessary for our thyroid to make its hormones. So to me supplements with iodine alone are out.

Iodine and Iodide Supplements

The most popular combination supplements (Iodoral & IodinePlus-2) fall into the category of the high-dose, usually 12.5 mg (12,500 mcg), and I recommend avoiding them even if your physician is doing lab tests. You can’t predict when you’ll reach that saturation threshold and start having thyroid inflammation.

Kelp Tablets

Kelp contains both iodine and iodide. There have been a number of survey studies showing how the cultures consuming higher amounts of seafood and sea vegetation have a much lower incidence of various illnesses including cancer. Yet these studies are from the 60’s and 70’s.

In the last 40 to 50 years our oceans have become our industrial waste sewage system with kelp, chlorella, plankton and reef life our only means of preserving the purity of our waters.

I recently approached a very large and well-known herbal supplement manufacturing company (Gaia Herbs) to have them formulate a kelp concentrate to deliver 3 mg of iodine and iodide. After a week of their research they informed me that they would be unable to make this product because the concentration of arsenic in the 3 mg dose would exceed California’s limit of acceptable levels.

Besides, these articles of the 60’s and 70’s studied the ‘nutritional’ intake of various cultures and even though they cite iodine and iodide being the primary variable for improving health we need to take into consideration all the nutrients in their diet, selenium being second in line.

My Recommendation

Obviously, some attention needs focus on iodine and iodide supplementation to secure the health of you and your loved ones. Here are a few suggestions.

  1. Use sea salt for cooking and for flavor. It contains many trace minerals which we no longer find in our produce. Sea salt does not contain nearly enough iodide. In fact the concentration of iodide in iodized salt is about 45 times that of sea salt.
  2. Use the combination of iodine and iodide at 3 mg a day for an adult, about half this for a child. The ratio is about 1.25 mg of iodine and 1.75 mg of potassium iodide.
  3. Always, always take selenium when taking any iodine product. I suggest between 200 and 400 mcg in the methionine form. Selenium plays hundreds of important roles in health and especially with thyroid hormones.

Bringing Home a Post-Surgery Shelter Pet

We have fostered around two-hundred dogs and a few other species in our home over the past six years and we were not always experts. We used to question ourselves when we brought home the newly spayed or neutered animal. Where should the animal sleep? Why is it whining? Is it scared, hungry, in pain? How do I help it adjust? Was this a mistake?

However, now with a little knowledge under our belts we have a system down pat.

Firstly, when your shelter pet comes home, the majority of the time, it has just been mandated by the state that it be spayed or neutered. Some shelters do the surgery on their premises. For instance, in Los Angeles, the county shelters have an onsite surgical center. However, the city shelters contract out the sterilizations to various veterinary hospitals. All the vets have their own “style” when it comes to incisions.

Basically, the castration of a male dog or cat, while much less invasive than the hysterectomy of the female dog is still painful and your animal, male or female, cat or dog, will have some post op pain as well as possible nausea including the after effects of anesthesia. It is important to bring a towel or soft blanket in your car when you pick up a your dog (and a collar and leash of course) or comfortable cat carrier, and remember to drive gently; think of how you would feel if you just had abdominal surgery.

The clinic will give you directions on post surgical care including when to feed the animal and keeping the incision dry. Sutures need to be removed back at the clinic unless they are specifically informed that they are dissolvable. Some vets will give you a pain pill for the animal for the following day, but if they do not provide one, don’t be afraid to speak up and inquire about one. The clinic may charge you a small fee for the medication, but you don’t want your new furry friend to suffer.

When you arrive home, if you have a dog, allow him or her to relieve him or herself and then lead the animal to a warm, quiet, dark room with a soft bed. Don’t bother the pet except to pet her and reassure her. Later you can offer some water and then small amounts of food, Do not let children or other animals upset her now, He or she will most likely be drowsy. Many animals do cry but usually it is due to the anesthesia. If the animal really does seem to be in pain then call the vet. Better to be safe than sorry. Also, if the vet is “old fashioned” and has used staples on the incision, then look and see if one of the wires is stabbing her abdomen, the doctor will need to bend it in a different direction.

Another concern is the “cone” or Elizabethan collar that is placed on the dog to prevent her from licking her wounds. It is very difficult for the dog to become comfortable on top of everything else with this cumbersome item shielding her head. We always remove the cone, and allow the dog to at least see her incision and sniff the area so she knows where her pain is coming from. Then, we do not allow the dog to lick the area whatsoever or else the cone goes back on. If you can keep a close eye on your pet and she is not licking the incision, you can keep the cone off and let her get some sleep in comfort, but keep a vigilant eye out. At least remove the cone when the dog eats and drinks. Occasionally other pets in the household are afraid of the cone so remove it when introducing the new pet to the family. Another alternative is to anticipate the surgery and purchase a flexible soft recovery collar that is bendable and allows the dog much more flexibility and comfort and make a world of difference.

If your pet refuses to eat or drink that evening, don’t be worried, she is still recovering and should eat the next day. Don’t push food, there is nothing worse than vomiting after abdominal surgery. Check on the animal every so often to make sure she is not afraid of her new surroundings, and perhaps if she is small enough, CAREFULLY and gently lift her without pulling her abdomen outside to relieve herself once again. The next day, a pain pill, wrapped in turkey or a piece of cheese and a slow walk for a few minutes (on a leash if off your property of course) will do wonders. Just don’t let small kids pick up the pet and don’t encourage jumping until healing has occurred. (we have a doggie staircase that leads to an ottoman that leads to our bed for times like these)

And remember, if you have any questions, call your vet. That is what they are there for.

Advantages and Disadvantages on Group Health Insurance VS Individual Health Insurance

In this article we will explore the reasons that motivate employers to get group health insurance for employees and we will look at the advantages and disadvantages from both points of view.

Group Health Insurance VS Individual Private Health Insurance

Probably the most significant distinguishing characteristic of group insurance is the substitution of group underwriting for individual underwriting. In group cases, no individual evidence of insurability is usually required, and benefit levels can be substantial, with few, if any, important limitations.

Group underwriting normally is not concerned with the health or other insurability aspects of any particular individual. Instead, it aims to obtain a group of individual lives or, what is even more important, an aggregation of such groups of lives that will yield a predictable rate of mortality or morbidity. If a sufficient number of groups of lives is obtained, and if these groups are reasonably homogeneous in nature, then the mortality or morbidity rate will be predictable. The point is that the group becomes the unit of underwriting, and insurance principles may be applied to it just as in the case of the individual. To assure that the groups obtained will be reasonably homogeneous, the underwriting process in group insurance aims to control adverse selection by individuals within a group.

In underwriting group insurance, then, certain important features should be present that either are inherent in the nature of the group itself or may be applied in a positive way to avoid serious adverse selection such as:

Insurance Incidental to the Group: The insurance should be incidental to the group; that is, the members of the group should have come together for some purpose other than to obtain insurance. For example, the group insurance furnished to the employees of a given employer must not be the feature that motivates the formation and existence of the group.

Flow of Persons through the Group: There should be a steady flow of persons through the group; that is, there must be an influx of new young lives into the group and an out flow from the group of the older and impaired lives. With groups of actively working employees, it may be assumed that they are in average health.

Automatic Determination of Benefits: Group insurance underwriting commonly requires an automatic basis for determining the amount of benefits on individual lives, which is beyond the control of the employer or employees. If the amount of benefits taken were completely optional, it would be possible to select against the insurer because those in poor health would tend to insure heavily and the healthy ones might tend to elect minimum coverage.

As the group mechanism has evolved, however, insurers have responded to demands from the marketplace, particularly large employers, for more flexibility in the selection of benefits. This flexibility typically is expressed in optional amounts of life and health insurance in excess of basic coverage provided by the employer and in more health care financing choices. Also, increasingly popular cafeteria plans allow participating employees to select among an array of benefits using a predetermined allowance of employer funds. Individuals select, subject to certain basic coverage’s being required, a combination of benefits that best meet his or her individual needs.

Minimum Participation by the Group: Another underwriting control is the requirement that substantially all eligible persons in a given group be covered by insurance. In plans in which the employee pays a portion of the premium (contributory), generally at least 75 percent of the eligible employees must join the plan if coverage is to be effective. In the case of noncontributory plans, 100 percent participation is required. By covering a large proportion of a given group, the insurance company gains a safeguard against an undue proportion of substandard lives. In cases in which employees refuse the insurance for religious or other reasons that do not involve any elements of selection, this rule is relaxed.

Third Party Sharing of Cost: A portion of the cost of a group plan ideally should be borne by the employer or some third party, such as a labor union or trade association. The noncontributory employer-pay-all plan is simple, and it gives the employer full control over the plan. It provides for insurance of all eligible employees and thus, eliminates any difficulties involved in connection with obtaining the consent of a sufficient number of employees to meet participation requirements. Also, there is no problem of distributing the cost among various employees, as in the contributory plan.

Contributory plans usually are less costly to the employer. Hence, with employee contributions, the employer is likely to arrange for more adequate protection for the employees. It can also be argued that, if the employee contributes toward his or her insurance, he or she will be more impressed with its value and will appreciate it more. On the other hand, the contributory plan has a number of disadvantages. Its operation is more complicated, and this at times, increases administrative cost considerably.

Each employee must consent to contribute toward his or her insurance, and as stated before, a minimum percentage of the eligible group must consent to enter the arrangement. New employees entering the business must be informed of their insurance privilege. If the plan is contributory, employees may not be entitled to the insurance until they have been with the company for a period of time. If they do not agree to be covered by the plan within a period of 31 days, they may be required to provide satisfactory evidence of insurability to become eligible. Some noncontributory plans also have these probationary periods.

Efficient Administrative Organization: A single administrative organization should be able and willing to act on behalf of the insured group. In the usual case, this is the employer. In the case of a contributory plan, there must be a reasonably simple method, such as payroll deduction, by which the master policy owner can collect premiums. An automatic method is desirable for both an administrative and underwriting perspective. A number of miscellaneous controls of underwriting significance are typically used in group insurance plans, but the preceding discussion permits an appreciation of the group underwriting underwriting theory. The discussion applies to groups with a large number of employees.

A majority of the groups, however, are not large. The group size is a significant factor in the underwriting process. In smaller plans, more restrictive underwriting practices relating to adverse section are used. These may include less liberal contract provisions, simple health status questions, and in some cases, detailed individual underwriting of group members.

Group Policy: A second characteristic of group insurance is the use of a group policy (contract) held by the owner as group policyholder and booklet-certificates or other summary evidence of insurance held by plan participants. Certificates provide information on the plan provisions and the steps required to file claims. The use of certificates and a master contract constitutes one of the sources of economy under the group approach. The master contract is a detailed document setting forth the contractual relationship between the group contract owner and the insurance company. The insured persons under the contract, usually employees and their beneficiaries, are not actually parties to the contract, although they may enforce their rights as third party beneficiaries. The four party relationship between the employer, insurer, employee, and dependents in a group insurance plan can create a number of interesting and unusual problems that are common only to group insurance.

Lower Cost: A third feature of group insurance is that it is usually lower-cost protection than that which is available in individual insurance. The nature of the group approach permits the use of mass distribution and mass administration methods that afford economies of operation not available in individual insurance. Also, because group insurance is not usually underwritten on an individual basis, the premiums are based upon an actuarial assessment of the group as a whole, so a given healthy individual can perhaps buy insurance at a lower cost. Employer subsidization of the cost is a critical factor in group insurance plan design. Probably the most significant savings in the cost of marketing group insurance lies in the fact that group commissions absorb a much smaller proportion of total premiums than commission for individual contracts.

The marketing system relieves the agent or broker of many duties, responsibilities, and expenses normally associated with selling or servicing of individual insurance. Because of the large premiums involved in many group insurance cases, the commission rates are considerably lower than for individual contracts and are usually graded downward as the premium increases. Some large group insurance buyer’s deal directly with insurance companies and commissions are eliminated. In these cases, however, fees frequently are paid to the consultants involved. The nature of the administrative procedures permits simplified accounting techniques. The mechanics of premium collection are less involved, and experience refund procedures much simplified because there id only one party with whom to deal with such as the group policy owner.

Of course, the issuance of a large number of individual contracts is avoided and, because of the nature of group selection, the cost of medical examinations and inspection reports is minimized. Also, regulatory filings and other requirements are minimized. In the early days of group insurance, administration was simple. That is no longer true. Even with group term life insurance, for which there is no cash value, the push for accelerated death benefits, assignment to viatical companies, and estate or business planning record keeping means that the administration of coverage may be as complex as with an individual policy.

Flexibility: in contrast to individual contracts that must be taken as written, the larger employer usually has options in the design and preparation of the group insurance contract. Although the contracts follow a pattern and include certain standard provisions, there is considerably more flexibility here than in the case of individual contracts. The degree of flexibility permitted is, of course, a function of the size of the group involved. The group insurance program usually is an integral part of an employee benefit program and, in most cases, the contract can be molded to meet the objectives of the contract owner, as long as the request do not entail complicated administrative procedures, open the way to possibly serious adverse selection, or violate legal requirements.

Experience Rating: Another special feature of group insurance is that premiums often are subject to experience rating. The experience of the individual group may have an important bearing on dividends or premium-rate adjustments. The larger and, hence, the more reliable the experience of the particular group, the greater is the weight attached to its own experience in any single year. The knowledge that premiums net of dividends or premium rate adjustments will be based on the employers own experience gives the employer a vested interest in maintaining a favorable loss and expense record. For the largest employers, insurers may agree to complicated procedures to satisfy the employer’s objectives because most such cases are experience rated and reflect the increased cost.

Some insurers experience rate based on the class or type of industry, or even based on the type of contract. For small groups, most insurance companies’ use pooled rates under which a uniform rate is applied to all such groups, although it is becoming more common to apply separate pooled rates for groups with significantly better or worse experience than that of the total class. The point at which a group is large enough to be eligible for experience rating varies from company to company, based on that insurer’s book of business and experience. The size and frequency of medical claims vary considerably across countries and among geographic regions within a country and must be considered in determining a group insurance rate. The composition (age, sex, and income level) of a group will also affect the experience of the group and, similarly, will be an important underwriting consideration.

Advantages and Limitations of the Group Mechanism.

Advantages: The group insurance mechanism has proved to be a remarkably effective solution to the need for employee benefits for a number of reasons. The utilization of mass-distribution techniques has extended protection to large numbers of person s with little or no life or health insurance. The increasing complexity of industrial service economies has brought large numbers of persons together, and the group mechanism has enabled insurance companies to reach vast numbers of individuals within a relatively short period and at low cost. Group insurance also has extended protection to a large number of uninsurable persons. Equally important has been the fact that the employer usually pays a large share of the cost. Moreover, in most countries, including the United States, the deductibility of employer contributions and the favorable tax treatment of the benefits to employees make it a tax effective vehicle with which to provide benefits.

Another significant factor, and one of the more cogent motivations for the rapid development of group insurance, has been the continuing governmental role in the security benefits area. Within the United States, Old-Age. Survivors, Disability, and Health Insurance programs has expanded rapidly, but many observers believe that, had not group insurance provided substantial sums of life insurance, health insurance, and retirement protection, social insurance would have developed even more rapidly. As economies worldwide continue to reduce the size and scope of social insurance programs, we can expect the demand for group based security to grow even more.

Disadvantages: From the viewpoint of the employee, group insurance has one great limitation- the temporary nature of the coverage. Unless an employee converts his or her coverage to an individual policy which is usually ore expensive and provides less liberal coverage, the employee loses his or her insurance protection if the group plan is terminated and often also at retirement because employment is terminated. Group life and health protection is continued after retirement in a significant proportion of cases today in the United States, but often at reduced levels. Recently, with the introduction of a new U.S. accounting standard (FAS 106) requiring that the cost of such benefits be accrued and reflected in financial statements, an increasing number of employers have discontinued post retirement life and health benefits entirely. When such continued protection is not available, the temporary nature of the coverage is a serious limitation.

Retiree group health insurance often is provided as a supplement to Medicare. Another problem of potential significance involves individuals who may be lulled into complacency by having large amounts of group insurance during their working years. Many of these persons fail to recognize the need for, or are unwilling to face the cost of, individual insurance. Perhaps of even greater significance is the fact that the flexibility of the group approach is limited to the design of the master policy and does not extend to the individual covered employees.
